CITY PRACTITIONERS HANDBOOK UNLOCKING PLASTIC CIRCULARITY TO ADVANCE CLIMATE ACTION PLANS

The plastics and climate crises are deeply interconnected, with 460 million tonnes of plastics produced annually and 22 million tonnes leaking into the environment. Cities generate around 80% of plastic waste and play a critical role in addressing both challenges. Integrating circular economy approaches into Climate Action Plans (CAPs) offers opportunities to reduce pollution, strengthen climate resilience, and promote resource efficiency and social equity.

This Handbook provides cities with practical tools, including the 5Rs framework, baseline assessment methodologies, policy levers, sector-specific actions, and real-world case studies, to embed circular plastics solutions into local climate action.
