Practitioners Handbook Series

About the Practitioners Handbook Series

The Practitioners Handbook series aims to support subnational governments that
have already identified priority sectors or materials they wish to apply circular
economy principles to. The series offers sector-specific guidance to support city
officials in identifying and implementing practical circular economy interventions in
collaboration with stakeholders from businesses, academia, civil society, and more.

City Practitioners Handbook: Circular Food Systems

This handbook provides local governments with concrete tools their peers are using to facilitate the transition to circular food systems, from stakeholder engagement to designing effective policies. It draws on experiences from the ICLEI network and its Circular Development pathway, learnings from the ICLEI-RUAF CITYFOOD Network and best practices from the Milan Pact Awards. This publication features experiences from 50 local governments and was designed by ICLEI experts in collaboration with champion cities for the benefit of city practitioners.

City Practitioners Handbook: Unlocking plastic circularity to advance Climate Action Plans

This Handbook provides local authorities with guidance on how to integrate circular plastic measures into urban Climate Action Plans, from setting a baseline to identifying actionable policy solutions that suit their city’s needs. It is designed to be useful regardless of a city’s starting point, targeting specifically cities that are at the earlier stages of their zero plastic and climate action journey.

The Handbook draws on ICLEI’s five pathways toward zero-emission, nature-based, equitable, resilient, and circular development to drive systemic urban change. It also connects with ICLEI’s wider work across urban waste systems, water resilience, biodiversity, food systems, the built environment, and sustainable mobility, recognising the multidimensional character of the plastics, climate crises and solutions.
