Assess: Setting a baseline and guiding sectoral prioritization

Since circular development is a new concept for many local governments, it is not always easy to link it to city functions and goals. ICLEI collaborates with partners to create user-friendly tools that help local governments prioritize sectors for circular development interventions based on best practices and stakeholder inputs. We set cities up for long-term success by linking circular initiatives to other strategic goals, like local economic development and climate action, and monitoring progress toward achieving these goals.

Circle City Scan Tool

The Circle City Scan Tool aims to allow any local government or city change agent to identify and prioritize circular opportunities for their city or region based on socioeconomic and material flow data. To ensure the tool can be adapted to fit different regional contexts and practical needs of cities, ICLEI is testing the tool in cities across different world regions and working closely with Circle Economy, Metabolic, and the Ellen MacArthur Foundation to develop a practice-oriented process and online tool to guide cities through the first steps of their circular development journey.
